All the items you mentioned are legal including the spotlight.
Shining it while driving is illegal wether it’s an ex-cop car or not.
But if it says POLICE on the doors still and has operating siren’s and flashing lights on the roof then that’s way illegal.
They always strip that stuff off before they auction it.
My friend has owned three ex-police cars. His latest is the nicest because it was a detectives car since new and is one solid color. Silver.

All the accessories you mention could be left on a car and legally sold and driven. You cannot however keep or install police lights or siren.

The insignia are almost definitely illegal. Impersonating a police officer is a crime in many places. Sometimes former police cars retain the spotlight, though. And they’re almost never repainted for sale, they just have all the insignia removed.
And there’s no reason a prisoner cage would be illegal. If you built a cage in the back of your own car, people might raise eyebrows, but you could just say you’ve got some big, frisky dogs to haul around.
A PA system shouldn’t be illegal to HAVE, but might be illegal to USE (depending on local noise ordinances, and it might fall under road rage laws, too).
Light bars, though…those are illegal everywhere. Red and blue lights are for emergency vehicles only.

You can get pulled over for "Impersonating a Police Officer." Although, if you bought the car the way it is, from any Government Auction/Sales, it is approved as long as you don’t use any of the equipments, some Auctions, actually require you to disable the parts before leaving the Auction Site. Now if you got the car from a local Auto Shop, Salvage name or no documentations, you are actually entitled to commit the crime of actually Impersonating a Police Officer.
I own a police interceptor, with everything still left on attached, I got it from a Local Auto shop, in my city. And as long as your Spotlights are Facing down at all times, and you can leave them on, there are less chances of you getting pulled over. As for the other equipments, Place a note on your dashboard as follows:
"Disclaimer:
All equipments are disabled and not functioning, this is not a Police Squad Vehicle, or anything related with the Police. This is for Private Use"
I have that placed on my dashboard and behind my car. I have been pulled over 3 times, for the same reason. "not responding to radio call in’s, which became Impersonation of a police officer. HA! so just disable everything, face the spotlights down, and if you can take the Police Interceptor emblem down.

Generally yes. However in most states you can’t have red or blue lights on the vehicle. Amber is ok. You can’t have any decals that say police, etc. Thier fun cars. I’ve had a ‘96, ‘99, and currently a 2004.
